Insurance for Senior Citizens

December 02, 2011 The Insurance Regulatory and Development Authority (IRDA), the regulator in the insurance sector had constituted a Senior Citizens Committee in 2007. Based on the recommendations of the Committee, the IRDA had instructed insurers in April, 2007 to allow entry in health insurance policy at least till 65 years of age. In August 2008, IRDA mandated establishment of a separate channel to address health insurance related grievances of senior citizens. Further, vide instructions issued in March, 2009, IRDA instructed that apart from the entry age of 65 years, the denial of health insurance to senior citizens on any grounds should be in writing with reasons furnished and recorded and the premium charged to senior citizens should be fair, justified and transparent and duly disclosed upfront. As the most recent initiative, IRDA, while approving health insurance products, advises all general insurers to ensure that there is no exit age in the policy which ensures that no one is denied health insurance merely on grounds of age. 

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to an Unstarred Question in Lok Sabha today.

Pakistani actress : photo-shoot Mess

A controversial Pakistani actress has been forced to deny posing naked for the India edition of FHM sporting a tattoo of the initials 'ISI' on her arm.

Veena Malik appears topless on the front of the December issue of FHM India, sparking outrage among conservatives in Pakistan - both for her nudity and the reference to Pakistan's intelligence agency.

But Miss Malik has strongly denied posing for the lads' mag, with the 33-year-old star insisting the picture had been 'morphed'.

'I have never posed nude. I have never done anything like that ever. My manager and legal team is looking into the matter. We will take legal action against them,' Miss Malik told PTI, the Indian press agency.

FHM India's editor, Kabeer Sharma, insisted however that nothing had been doctored, and claimed that the magazine could prove the photo's authenticity.

Mr Sharma told the BBC: 'We have video footage of the shoot as well as emails from Veena about how she's looking forward to the cover.'

The image was revealed on FHM India's website, Facebook page and Twitter account simultaneously today.

Dressed in shorts and seen hugging actor Ashmit Patel as well as swimming with Baywatch star Pamela Anderson, she was accused of behaving improperly by some Muslim clerics.

Miss Malik has also been accused of being a porn star. However, her refreshingly outspoken views have won her many fans from Pakistan's younger and more liberal circles.

Confronted about her 'immoral' behaviour by cleric Mufti Abdul Qawi on a TV talk show, she snapped back that the country had far more important things to consider - including the rape of children in mosques.

'I’m a Muslim woman, and I know my limits,' she shouted back. The mufti appeared to be too astounded to respond.

(3.11.11) நாகர்கோவில் அருகே இளம்பெண்ணை பலாத்காரம் செய்து கொடூரமாக கொலை செய்த கும்பல், சுடுகாட்டில் உள்ள புதரில் அவரது உடலை வீசி சென்றனர். அவர்களை போலீசார் தேடி வருகின்றனர்.

நாகர்கோவில் அடுத்த தாழக்குடி & திருப்பதிசாரம் செல்லும் சாலையில் தாழக்குடி பெரியகுளம் அமைந்துள்ளது. இந்த குளத்தின் அருகில் சுடுகாடு உள்ளது. இந்த பகுதியில் உள்ள புதரில் 30 வயது மதிக்கதக்க பெண் ஒருவரின் சடலம் கிடப்பதாக இன்று காலை ஆரல்வாய்மொழி போலீசுக்கு தகவல் கிடைத்தது. போலீசார் சம்பவ இடத்துக்கு விரைந்தனர். ஆடைகள் களையப்பட்டு அலங்கோலமான நிலையில் உடல், புதருக்குள் திணிக்கப்பட்டு இருந்தது.

கழுத்து இறுக்கப்பட்டதற்கான அடையாளம் இருந்தது. மேலும் உதடு, காது மற்றும் முகத்தில் ஆங்காங்கே காயங்கள் இருந்தன. கழுத்தை இறுக்கியும், அடித்தும் இவரை கொலை செய்துள்ளனர். அந்த பெண்ணை பலாத்காரம் செய்து கொன்றிருக்கலாம் என்று போலீசார் சந்தேகிக்கின்றனர்.

சுடுகாடு இருக்கும் பகுதியில் வைத்து உடலை எரிப்பதற்கு கொலையாளிகள் திட்டமிட்டுள்ளனர். ஆனால், நேற்று இரவு முதல் பெய்த மழையால் அவர்களின் திட்டம் நிறைவேறாமல் போய் இருக்கிறது. இதனால் புதருக்குள் உடலை திணித்து வைத்து இருக்கிறார்கள்.

சம்பவம் நடந்த இடத்தையும், பெண்ணின் உடலையும் எஸ்பி லட்சுமி இன்று பார்வையிட்டார். ஆரல்வாய்மொழி போலீசார் வழக்கு பதிந்து குற்றவாளிகளை தேடி வருகின்றனர்.       (Tamilmurasu) 

4 மகளிர் குழு தலைவிகள் கைது : வங்கியில் ரூ.8 கோடி மோசடி

(3.11.11) விழுப்புரம் தீயணைப்பு துறை அலுவலகம் எதிரே மாவட்ட மத்திய கூட்டுறவு வங்கி இயங்கி வருகிறது. இந்த வங்கி மூலம் மகளிர் சுய உதவி குழுக்களுக்கு சுழல் நிதி, தொழில் கடன் போன்ற பல்வேறு கடனுதவிகள் வழங்கப்பட்டு வருகிறது. இதில், 20 குழுக்களின் பெயர்களை போலியாக தயாரித்தும், போலி ரேஷன் கார்டுகள் மற்றும் போலி ஆவணங்களை தயாரித்து 1.04.2008 அன்று முதல் 31.12.2010 வரை ரூ.8 கோடி மோசடி நடந்துள்ளது தெரியவந்துள்ளது. இதையடுத்து மகளிர் சுயஉதவிக்குழு தலைவிகள் ஜெயபாரதி, லட்சுமி, சித்ரா, மீனாட்சி ஆகிய 4 பேர் கைது செய்யப்பட்டு நேற்று சிறையில் அடைக்கப்பட்டனர். 

தலைமறைவாக உள்ள வங்கி அதிகாரிகள் 6 பேர் மற்றும் ஒரு பெண் ஆகிய 7 பேரை போலீசார் தேடி வருகின்றனர்.

International Day of People with Disability (December 3) is an international observance promoted by the United Nations since 1992. It has been celebrated with varying degrees of success around the planet. The observance of the Day aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities. It also seeks to increase awareness of gains to be derived from the integration of persons with disabilities in every aspect of political, social, economic and cultural life. It was originally called "International Day of Disabled Persons". Each year the day focuses on a different issue.

The International Year of Disabled Persons 1981

In 1976, the United Nations General Assembly proclaimed 1981 as the International Year of Disabled Persons. It called for a plan of action at the national, regional and international levels, with an emphasis on equalization of opportunities, rehabilitation and prevention of disabilities.

The theme of IYDP was "full participation and equality", defined as the right of persons with disabilities to take part fully in the life and development of their societies, enjoy living conditions equal to those of other citizens, and have an equal share in improved conditions resulting from socio-economic development.

United Nations Decade of Disabled Persons 1983-1992

To provide a time frame during which Governments and organizations could implement the activities recommended in the World Programme of Action, the General Assembly proclaimed 1983-1992 the United Nations Decade of Disabled Persons.

இதற்கான பரிந்துரையை மத்திய நிதி அமைச்சகத்தின் நிதி சேவை பிரிவு செயலர் மிட்டல் தலைமையிலான பேமென்ட் சிஸ்டம் ஆலோசனை குழு அளித்துள்ளது. அதுபற்றி நிதி அமைச்சகம் பரிசீலனை செய்து வருகிறது. கணக்கு வைத்துள்ள வங்கி இப்போது ஆண்டுக்கு ரூ 99  வரை ஏடிஎம் சேவைக்கு கட்டணம் வசூலிக்கிறது.

எனவே, அதன் ஏடிஎம்கள் முற்றிலும் இலவசம். மற்ற வங்கி ஏடிஎம்களை மாதத்துக்கு 5 முறை மட்டும் இலவசமாக பயன்படுத்தலாம். கூடுதலானால் ரூ 20 கட்டணம் என்பது நடைமுறையில் இருக்கிறது.

இந்த குழுவின் பரிந்துரையை மத்திய அரசு ஏற்று அமல்படுத்தினால், கணக்கு வைத்துள்ள வங்கி உட்பட எல்லா ஏடிஎம்களிலும் பணம் எடுக்க கட்டணம் வசூலிக்கப்படும்.

எனினும், அது ஆன்லைன் தொகை பரிமாற்றத்துக்கு பெறப்படுவதுபோல குறைவான கட்டணமாக இருக்கும். ஆன்லைன் தொகை பரிமாற்றத்தில் வங்கிகள் ரூ 1லட்சம் வரை ரூ 6 கட்டணம் வசூலிக்கின்றன. அதுபோல ஒவ்வொரு முறை ஏடிஎம் பயன்படுத்தவும் சிறிய கட்டணம் பிடித்தம் செய்யப்படும். எனவே, ஆண்டு கட்டணத்தை வங்கிகள் கைவிடும் என்று தெரிகிறது. 

[நிதி அமைச்சகம் பரிசீலனை

• ஏடிஎம் பண பரிமாற்றத்தில் வங்கிகள் இடையேயான கட்டணத்தை (இன்டர்&பாங்க் சார்ஜ்) கைவிட குழு வலியுறுத்தியுள்ளது.
• வழக்கமான வங்கி பெயருடன் ஏடிஎம் வழங்குவதை தவிர்த்து அனைத்து வங்கிகளுக்கும் பொதுவான வெள்ளை ஏடிஎம் வெளியிட பரிந்துரைத்துள்ளது. ]

இதனால், ஏடிஎம் பயன்பாடு கட்டுப்படுத்தப்படுவது மட்டுமின்றி வங்கிகள் கூடுதல் ஏடிஎம்களை திறக்க நிதி ஆதாரம் கிடைக்கும் என்றும் கூறப்படுகிறது.

இந்த ஆலோசனை குழுவின் பரிந்துரையை மத்திய நிதி அமைச்சகம் ஏற்பதை பொருத்தே இது நடைமுறைக்கு வரக்கூடும்.  (தினகரன்)

முல்லைப்பெரியாறு அணை : தமிழகம் & கேரளா 5ம் தேதி பேச்சு

மத்திய அரசு ஏற்பாடு

(3.11.11) முல்லைப் பெரியாறு அணை விவகாரம் தொடர்பாக தமிழக, கேரள அதிகாரிகள் பங்கேற்கும் பேச்சுவார்த்தை வரும் 5ம் தேதி நடைபெறுகிறது. இதற்கு மத்திய அரசின் நீர்வளத்துறை ஏற்பாடு செய்துள்ளது.

முல்லை பெரியாறு அணைக்கு பதிலாக புதிய அணை கட்ட கேரளா அரசு திட்டமிட்டுள்ளது. அணைப்பகுதியில் கடந்த சில மாதங்களாக ஏற்பட்ட சிறு நிலஅதிர்வுகளை காரணம்காட்டி, அணை பலவீனம் அடைந்துவிட்டதாகவும், உடைந்தால் பேரழிவு ஏற்படும் என்று கேரள மக்களிடையே பீதி கிளப்பி வருகிறது. புதிய அணை கட்ட கோரி கேரளாவில் பல போராட்டங்களும் நடத்தப்படுகின்றன.

ஆனால், அணையை பராமரிக்கும் தமிழக அரசு அது பலமானதாக இருப்பதை ஆதாரத்துடன் விளக்கி உள்ளது. தமிழகத்துக்கு தண்ணீர் தரக்கூடாது என்ற ஒரே நோக்கத்தில் பழைய அணைக்கு பதிலாக புதிய அணை கட்ட வேண்டும் என்று கேரளா வலியுறுத்துவதாக குற்றச்சாட்டு எழுந்துள்ளது.

இந்த விவகாரத்தில் தலையிட்டு, கேரளாவின் விஷம பிரசாரத்தை நிறுத்த வேண்டும் என்று பிரதமர் மன்மோகன் சிங்குக்கு தமிழக முதல்வர் ஜெயலலிதா கடிதம் எழுதியிருந்தார். அதேபோல், புதிய அணை கட்ட வேண்டும் என்று வலியுறுத்தி கேரள முதல்வர் உம்மன் சாண்டி கடிதம் எழுதியிருந்தார்.

இதையடுத்து, பிரச்னைக்கு தீர்வு காண தமிழகம், கேரளா ஆகிய இருமாநிலங்களின் அதிகாரிகள் கூட்டத்தை கூட்டும்படி மத்திய நீர்வளத்துறைக்கு பிரதமர் உத்தரவிட்டார்.

இந்தநிலையில் பிரதமர் மன்மோகன் சிங்கை கேரள முதல்வர் உம்மன் சாண்டி டெல்லியில் நேற்று சந்தித்து பேசினார். பின்னர் உம்மன் சாண்டி அளித்த பேட்டியில், தமிழகம், கேரளா அதிகாரிகள் கூட்டத்துக்கு மத்திய அரசு ஏற்பாடு செய்துள்ளதாக தெரிவித்தார். இந்த பேச்சுவார்த்தை 5ம் தேதி நடைபெறும் என்று மத்திய நீர்வளத்துறை வட்டாரங்கள் தெரிவித்தன.  (Dhinakaran)
